Court of Appeals Decides Cantu v. KDOR

Mitch Biebighauser argued before the Kansas Court of Appeals that when the state makes a decision, that the decision is final and the State cannot “rescind” their decision at a later time. The Court of Appeals agreed with Mitch, finding that the legislature has not given the State the power to change their minds at an indeterminate time after making a final decision.
